Microsoft built Windows back before the Internet, and designed it as a single-user operating system. Years have not been kind to the OS, and it took a long time for Microsoft to realize the implications of networking and the Internet. They appear to be getting it, but slowly.
Microsoft, arguably the second-most powerful company in the world (the top prize, to my mind, goes to Wal-Mart), is too big to change. That’s why each iteration of Windows doesn’t stray too far from the previous versions, always spending more on backwards compatibility than new (umm, necessary) features.
